For anyone experiencing video micro stutters or odd opponent vehicle lag ( that really is not lag but looks like it) I have been able to rectify mine.
For a while I was thinking it might be Windows 10 but no it was not.
This line "Sim Processor Thresh":255, in your player JSON file has had the default setting changed in latest couple of builds.
Default used to be "on" but is now been changed to off. To turn it on change the 255 value to 3 and save the file.
At the same time for initial test do not set a max frame rate. Only if you get a very high frame rate (over 100 fps) should you need to set a max frame rate.
Also in the game video config set sync to "NONE"
There is a chance that for some old processors it may make things worse so just set it back to 255. (Stuttering in the case of old processors is aided by setting a max frame rate)
I have been plagued for about a month with this problem so very happy to get it fixed.

I have a choice of "Off", "GPU", "Software" and "Video", for this variable.

My "Sim Processor Thresh":255, was already at 3. Not sure when it changed as never really looked at it.

Interesting Chris maybe video card dependant. Off same as none I guess.
